I think it's because Zoey has the same sort of features as Mia does and she reminds Harry of Mia which makes him like her because it's like he's with Mia again.

Zoey looked at Harry weirdly because she knows who Mia is for 2 reasons: everyone who reads magazines, go to the internet or watch tv knows about celebrities' love life and #Marry has always been a very strong topic between the media from the start of their relationship as I explained in the conversation between Mia, El and Dani when she arrives in London and second because Harry spoke to Zoey about her cause she's an ex but not in a bad way, Harry would never speak badly about Mia ;)
