Exactly, if Kendall was a lingerie/swimwear model then she'd have a full chest- But she isn't, hence why she doesn't have big boobs. I didn't mean it in a rude way, I was just putting it out there. (Oh, and by she; I meant Kendall)

Actually designers look for models who have fairly normal sized boobs because the designers always want the clothes to hang off the model like a hanger, having big boobs makes the clothes look bigger therefore the model looks bigger. But it depends on what type of model they are. If they model lingerie and/or swimwear, they will be more 'filled out' than a high fashion model would be.
